Two weeks after the Portuguese parliament largely approved the housing bill known as Mais Habitação (More Housing), President Marcelo Rebelo de Sousa has decided to veto it. The bill is now sent back to parliament for further scrutiny and another vote.

Time is of the essence
According to legal experts the veto represents a political disagreement rather than a constitutional one. The President has issues with aspects of the bill related to tourism and obligatory leasing.
The veto doesn't mean the end of the bill; rather, it delays its enactment. This grants investors eyeing the golden visa program via real estate investments an extra month to proceed under existing terms.
As the legislative body is currently in summer recess until September 2023, the anticipated approval of the bill will make real estate investment no longer an option for the golden visa program. However, alternative investment avenues will still exist.
